A prehistoric Paleoindian society once existed at Laguna Beach. During construction on St. Ann's Drive in 1933, the first fossilized Paleoindian skull was discovered in California. Early immigrants in Laguna Beach planted eucalyptus woods. The George and Sarah Thurston family of Utah settled on 152 acres (62 ha) in Aliso Creek Canyon in 1871, making it the first permanent homestead in the area. At present-day Diamond Street, the brothers William and Lorenzo Nathan "Nate" Brooks bought Bluebird Canyon in 1876. They divided their land, erected houses, and established Arch Beach as a little town. The permanent homestead of Nate Brooks, dubbed as the "Father of Laguna Beach" by Samuel Armor in his book History of Orange County, California (1921), was identified as the birth of the modern-day municipality.

During the 1880s, the Laguna Canyon hamlet and the area around the main beach grew. The city formally established a post office under the name Lagona in 1887, but Nicholas Isch, the postmaster, successfully petitioned for a name change to Laguna Beach in 1904. Laguna Beach has been a popular tourist attraction by that time. In 1886, Hubbard Goff constructed a huge hotel at Arch Beach, which was eventually moved and added to Joseph Yoch's Laguna Beach Hotel, constructed on the main beach in 1888. During the hot summer months, visitors from nearby cities put tents on the beaches.
